Dr. Peilun Vicky Chang earned her Doctor of Musical Arts at University of Cincinnati's Conservatory of Music. Prior to that, she earned her Master's in Music and Piano Pedagogy Certificate at the Manhattan School of Music, and her Bachelor's of Music at Fu-jen Catholic University in Taipei, Taiwan.

Dr. Peilun Vicky Chang is the composer of many pieces. Her notable works include Organ Suite Based on Taiwanese Folk Songs, which is available in the Wayne Leupold Edition, and can be found on Calvert Johnson's 2008 CD Soliloquies - New Japanese and Chinese Music for Harpsichord and Organ; Organ Suite II, as recorded on her album Travel By Music; Oriental in Five, as published in the Wayne Leupold Edition; and the Organ Suite for Organ, Pan Flute, and String Orchestra, which debuted in 2017 in Taipei's National Concert Hall.
